Description:            The Backbone between Pennsylvania College of Technology and Troy Area
			School District is now stable. Crown Castle
			previously dispatched technicians to the
			Pennsylvania College of Technology to
			investigate; however, the connection restored
			prior to the impairment being isolated. Crown
			Castle was re-engaged to investigate.  They
			dispatched to another splice case along the
			path for further troubleshooting. Crown Castle
			located fiber damage about 160,000 feet out
			from  Williamsport, PA and discovered a frozen
			fiber cable. The fiber techs rolled new fiber,
			restoring the connection. No further outages
			are expected.
