Description:            The backbones from East Stroudsburg University to Northampton Community
			College and from East Stroudsburg University to
			Lafayette College, as well as the core circuits
			from Lehigh University to University of
			Scranton are currently unavailable. Crown
			Castle Engineers have determined that the
			reason for the outage is fiber damage. On-site
			fiber splicers are in the process of assessing
			the extent of the damage. The arrival of
			supporting line crews has been delayed, with a
			new ETA of 3:00 PM EST. No estimated time of
			total recovery is currently known. Multi-homed
			traffic is rerouting.
